Cron job checks Horizen and Base chain balances, sends Telegram alert when below threshold. Includes retry logic and network-aware config.
- Adjusted balance alert thresholds for Horizen and Base chains to 0.0001 ETH and 0.0005 ETH respectively. - Updated cron job timing to run daily at 6:00 AM Vietnam time (23:00 UTC).
