Replaces WP003 PDF and regenerates manifest + catalog after the WP003 finalization v2 pass landed in papers/main #65. New PDF adds a "TauLib in One Page" opener (Technical Snapshot + Trust Budget at a Glance with axiom names + Boundary Rule + 15-minute reviewer route), corrects the cover label to "Anchor canon technical overview", adds dual reading-route framing, and fixes a broken generated-docs URL. Refreshed sha256 prefix: f63cf77af043 -> db01b46b129c Bytes: 294,691 -> 303,923 Pages: 37 -> 39 (+2 for the opener) Companion deploy to site/ to follow (replacing assets/pdfs/anchor-documents/wp003-taulib-technical-overview.pdf and the metadata in _data/publications/anchor_documents.yml).
