Sprint 1 of the Anchor Document Canon. Adds the anchor-documents publication root, publishes the C001 PDF and manifest, reserves WP001-WP005 planned records, and demotes legacy pre-canon white papers away from wp001-wp005 short-route ownership. Validated with build_manifests, route report, verify_publications against the site worktree, py_compile, and git diff checks.
