[Iluvatar] Fix FD launch error when specifing CUDA_VISBLE_DEVICE

1. 当指定CUDA_VISBLE_DEVICE=xxx，修复FD launch报错的问题
2. 新增了ERNIE-4.5-21B-A3B-Paddle，ERNIE-4.5-VL-28B-A3B-Paddle，Paddle-OCR-VL的online测试ci
