Description

This pull request updates linter and formatting configurations to improve the development workflow. The most significant changes involve disabling certain validation steps in the linter environment and adjusting Markdown linting rules.

Linter configuration updates:

• Disabled several validation steps in the linter environment by setting environment variables such as VALIDATE_BIOME_FORMAT, VALIDATE_BIOME_LINT, and others to false in the .github/PSModule.yml file.

Markdown linting rule adjustments:

• Disabled the MD024 rule (no duplicate headings) and made minor formatting changes to the MD026 rule in .github/linters/.markdown-lint.yml.
