Add HighSpeedInterconnectPlacement parameter to VMSS cmdlets

Description

Adds -HighSpeedInterconnectPlacement parameter to New-AzVmss and New-AzVmssConfig cmdlets for controlling Infiniband network interconnect on RDMA VM sizes. Requires API version 2025-04-01.

Parameter Details:

• Type: string
• Valid values: "None", "Trunk" (enforced via PSArgumentCompleter)
• Optional (defaults to null)
• Supported in both Uniform and Flexible orchestration modes

Usage:

# Enable Infiniband interconnect
New-AzVmss -Name "MyVmss" -Credential $cred -HighSpeedInterconnectPlacement "Trunk"

# Using config object
$config = New-AzVmssConfig -Location "eastus" -HighSpeedInterconnectPlacement "None"

Changes:

• Added parameter to New-AzVmss (SimpleParameterSet)
• Added parameter to New-AzVmssConfig
• Updated VirtualMachineScaleSetStrategy methods to thread parameter through to SDK
• Added scenario tests for both cmdlets
