… and rate slider Adds SetName() calls to SpinCtrl, Choice, and Slider controls in the settings dialog so screen readers announce meaningful labels instead of just 'spin control' or numeric values. Closes #21

Adds SetName() to quiet hours spin controls (start/end hour/minute), voice choice dropdown, and speech rate slider so screen readers announce meaningful labels.
