[fix] maintainer doc

• I have read and reviewed the documentation changes to the best of my ability.
• If the change is significant, I have run the documentation site locally and confirmed it renders as expected.

Summary of changes

• update the maintainer eligibility language in overview/contributing.mdx to use the requested "three meaningful PRs" wording
• align the nomination guidance and follow-up note so the maintainer section is internally consistent
• regenerate llms.txt and llms-full.txt so the committed LLM context files stay in sync with the docs source
