Carry the rebaselined OpenDPP public API contract 1.0.0 in openapi.json, and fold the changelog into a single [1.0.0] initial-release entry (the pre-adoption version trail is collapsed). Fix the stale IDTA AAS v3.0 -> v3.1 reference in the changelog header.
