"ભાવફેર શું છે?" was being blocked because the moderator
over-generalised the existing "મારી પેમેન્ટ/PD બાકી બતાવો"
hard-block to any payment-adjacent term, including the concept
ભાવફેર (Amul price-differential / rate-adjustment payment).
This is a legitimate cooperative-service explainer query. The
hard-block is supposed to stop personal-balance lookups (which
the agent can't fulfil), not conceptual questions.
Three surgical edits to moderation_system.md:
- Core policy bullet 5: add cooperative payment concepts
(ભાવફેર, PD, બોનસ, ડિવિડન્ડ, rate adjustment) to the
pass-through list.
- valid_agricultural category guide: explicitly call out
explainer/conceptual questions about these terms as valid.
- Hard examples: scope the block to *personal balance lookups*
("મારી ... બાકી બતાવો") and explicitly carve out conceptual
questions like "ભાવફેર શું છે?" as valid_agricultural.
