bash-based dotfiles

We've cut off pre-bash shells and now try to rely on the shell as much as possible before involving utilities.

Last Pre-Bash Release

We will no longer be concerning ourselves with sh, ksh or pre-bash compatibility going forward. This is the last truly universal dotfile release.
