fix: correct GitHub repo URL to NullSablex/env-samp#2

The GitHub repository slug uses a hyphen (env-samp), not an underscore. Underscore is kept for the Rust crate, library and artifact names (env_samp.so/.dll/.inc) — only repository URLs are affected. - Cargo.toml: repository, homepage - mkdocs.yml: repo_name, repo_url, social link - include/env_samp.inc.in (and the generated env_samp.inc) - docs/installation.md, docs/usage.md, docs/dotenv-format.md
