Replace the section references in docs/development/nokv-agent.md with markdown anchor links instead of the § notation, and add nokv-agent (with its transport-free / no-reverse-dependency rule) to the AGENTS.md review scope. Signed-off-by: wchwawa <wch19961116@gmail.com>

nokv-agentcrate).docs/development/nokv-agent.md: replace the§section references withmarkdown anchor links (
