Adds an update hook to restart Matrix-related systemd user services after a module upgrade, addressing the need for services to be restarted post-upgrade (NethServer/dev#7865).

update-module.dscript that reloads configuration variables and restarts core services (PostgreSQL, Synapse). - Conditionally restarts optional services (Element Web, Cinny, matrix2acrobits) when enabled via
