Gradle wrapper updates have been failing since ~8.14 with
due to incompatibility with Nebula. Updating Nebula to 12.+ also requires updating to Gradle 9 due to Groovy 4.0 upgrade, so these two should be bumped at the same time.
Also updates dependency locks and versions.
