Create module core/tableto begin breaking apart the cyclic dependency between query and ingest
Extracted ColumnFamilyConstants and LocalityGroupConstants from ExtendedDataTypeHandler to core/data module
Replaced all references to ExtendedDataTypeHandler constants with references to core/data
