Pull request overview

• Fixes Chiller EIR default rated condition and curves don't match #2093
• Fixes Built-In Air-Cooled Chiller Curve Incorrect #2957

Perhaps the default value for "Reference Entering Condenser Fluid Temperature" needs to be changed to 35C (air-cooled)? But then why does Chiller:Electric:ReformulatedEIR have a default "Reference Leaving Condenser Water Temperature" value of 35C (water-cooled)?

• Model API Changes / Additions
• Any new or modified fields have been implemented in the EnergyPlus ForwardTranslator (and ReverseTranslator as appropriate)

• EnergyPlus ForwardTranslator Tests (in src/energyplus/Test)

• Verified that C# bindings built fine on Windows, partial classes used as needed, etc.

• If methods have been deprecated, update rest of code to use the new methods
