Description
Change dependabot PR title generation so that the PRs pass the recently implemented format checks

Context
Updated these 2 files to add a jira ticket prefix to the PR title

.github/workflows/manual-combine-dependabot-prs.yaml

A fixed Jira is used in the prefix as no Jiras are raised for dependant PRs but one is needed to pass the validation

• Bug fix (non-breaking change which fixes an issue)
