Description
Adds a new watchdog query that raises an alarm if latencies significantly exceed the historic trend for the last month.
Query that determines latency has been factored out into a new view that can be used by both the latency dashboard and the new latency watchdog.
Context
Current latency monitoring relies on people logging on to dashboards. This change means we can respond to high latency events as they happen.
