LCIO: Support for holes in the Track object (@madbaron)

Draft:

Test and wait until everything is finalized and merged.
ACTSTracking: Add saving of holes. (@madbaron)
TrackPerf: Common tracking histograms and a track filter processor.


          Use track_holes branch for LCIO that adds hole count to the EDM.
