Deploy ghpages

moves deployment to gh-pages branch where actions can push to and change pr template.

Description

allows docs to be automatically compiled and deployed from gh-pages and pr template to include changes to structure of repo

Motivation and Context

current actions dont have access to push to main

How has this been tested?

act pull_request -W .github/workflows/docs-test.yml -e .github/workflows/test-event.json

Types of changes
