ESM-only package imported via CommonJS require()
High Severity
@actions/core 3.0.0 is ESM-only (per its changelog: "CommonJS consumers must use dynamic import() instead of require()"), but index.js uses const core = require('@actions/core') in a CommonJS project (no "type": "module" in package.json). While ncc (webpack-based) may resolve this at bundle time, Node.js will throw ERR_REQUIRE_ESM if index.js is ever executed unbundled (e.g. during tests or direct invocation). No source code changes accompany this major version bump.
