feat: new validation features added to search and details

Summary:

closes #135

• Adds the new features from validator 8.0.0
• Changes the feature structure to include an array of filenames (currently not used anywhere)
• In the feed filtering, sorts the feature names by alphabetical order
  new features
  Fares group: Contactless EMV Support
  Base add-ons group: Cars Allowed
  Base add-ons group: Stop Access

Expected behavior:

In the feed search page in the filter area, you should see the new features in their associated group. The features should also be sorted.

Testing tips:

Go on the feeds search page and search by the new features. NOTE: no feeds will show up in the dev environment
