feat: add strict mode shortcut guides

Summary

• persist a per-mode isStrict flag through create/edit flows
• add strict-mode surfaces in the mode editor and home screen
• add an in-app Apple app Shortcuts guide sheet for Safari, Settings, Messages, Mail, Phone, and Calendar
• default missing persisted isStrict values to false so older saved modes still load
