feat: add file sharing use case

Adds certificate sharing use case:

• Add new extension to the dataplane for managing certificates with an internal api (update)
• Add a public api for exposing the certificates to consumers
• Updated bruno collections for running this use case
• The old todo proxy api is still available and working
