Routine for interpolating in tabulated EOS tables

The code is written for tabulated EOSs in the various formats:

• Pizza format for the WhiskyTHC code in Einstein Toolkit.
• PyCompOSE format for GRAthena++ and AthenaK
• StellarCollapse format from Stellarcollapse.org
• The SNA baryon-only format in the SRO code
