fix(marketing): clean up mobile menu overlay

Summary

• fix the mobile menu overlay sizing so it actually covers the mobile viewport below the header
• keep the menu above floating UI instead of letting the accessibility button sit on top
• keep the mobile menu scrollable and visually solid on small screens

Verification

• pnpm --filter @openseat/marketing type-check
• pnpm --filter @openseat/marketing build
• pnpm --filter @openseat/marketing lint
• mobile viewport browser check: menu overlay now covers the page cleanly below the header
• mobile viewport browser check: floating accessibility button no longer sits above the menu
