Require Gemini Reviewto pass when Gemini explicitly reports that thePR only contains unsupported file types
Why
Docs-only and workflow-only PRs can currently fail the repository policy check
even when Gemini leaves an explicit note saying it cannot review the file types
involved. In that situation, waiting for a formal review object is pointless and
the check blocks merges indefinitely.
