Local development environment setup

On the machine you develop we assume that:

• A SQL Server instance is available with NO NAME (default instance)
• SQL Server and Windows Authentication mode
• A SQL User PPAdmin / PPAdmin exists with either db_creator role, or db_ower of a database called PP
• Disable Caching C:\Users\TPV\source\repos\TPV.vs\PP\config
