This is my rough draft of the 2.0 spec that we have talked about in the past.
The main items are:

moving payload-oxum to bagit.txt
deprecating fetch.txt (but not removing it)
changing structure of bag tag files to be under .bagit directory and not moving payload files under data directory


          first cut at bagit 2.p spec
