The QADB will soon have a script `qadb-info`, to help make accessing the QADB simpler. I only want `bin/` to be in `PATH` for: - `dev` - versions _after_ 3.0.0 See JeffersonLab/clas12-qadb#68

Provide user friendly access to information about the QADB:
Miscdefect was assigned for runsyaml,json, etc.) formsThis is meant to be user friendly, not efficient; for efficiency, users can use the existing QADB API here, to eventually be "replaced" by the Iguana QADB algorithm.
