Description

Add Intel oneAPI 2026.0.0 compiler on Bounty and Blueback, plus an installer script for Intel oneAPI toolkit in ./util/nrl/.

• Waiting on Bug fix in repos/spack_repo/builtin/packages/py_pyhdf/package.py for Intel oneAPI 2026.0.0 spack-packages#60
