This updates the NewSiteConfigs.rst docs section for spack v1.

Partially fixes #1761 . Additional work is needed to discuss new compiler package semantics that includes version.

Thanks for the suggestions, I've added a section Using site compiler configurations and added some other small updates to MaintainersSection.rst
