This commit introduces a new admin page in the UI that allows TRE Administrators to view and delete operations (jobs).
Key changes:
- Added a new API endpoint `/api/admin/operations/{operation_id}` for deleting an operation, secured for TRE Admins.
- Implemented a new `Admin` page in the React frontend to display operations in a table.
- Added functionality to delete operations from the UI, including a confirmation dialog and toast notifications.
- Added a link to the new admin page in the left navigation, visible only to TRE Admins.
- Added initial tests for both the backend API and the frontend component.
Note: The backend tests are currently failing due to an issue with route name resolution in the test environment. This will be addressed in a future commit.

It includes a new secure API endpoint and the necessary frontend components to display and manage the operations. The backend tests are currently a work in progress and will be fixed in a subsequent commit.
