Adds a new admin page that allows TRE Admins to list and delete resource templates. - Adds a new aggregated API endpoint (`GET /api/templates`) to fetch all templates. - Adds new `DELETE` endpoints for each template type to handle deletion by version or by name. - Adds a new `/admin` route and a `TemplateList` component to display the templates and provide a deletion dialog. - Adds backend and frontend tests for the new functionality.
