Windows CUDA 11.3

• This is a Windows release with CUDA 11.3 support.
• Users only need NVIDIA GPU drivers installed (you don't need a full CUDA toolkit)
• Portable Python is included inside the venv folder. No Python installation needed.
• All dependencies included. Will download PyTorch 1.11 with CUDA 11.3 during the first launch
• 2 Neural nets included (from the original authors)
