create isis-streaming-data-types

also:

• convert to pyproject.toml
• remove tox stuff and use our own tooling (ruff, pyright etc)
• add GHA workflows
• change version to be the same as our other python repos (ie. a tag sets the version)
• move to numpy 2 (the forwarder will need to be updated to match this)
