MAINT-2309 Remove public modifier
This fixes a bug when filtering FHIR ValueSets that are not using SNOMED CT. The bug fix enables searching with multiple words or prefixes. Before the fix only searching with one word or prefix was working.

The upgrade guide did not include instructions for reindexing branch-review index to change the field type for lastUpdate to long. This meant branch merge-reviews failed with an internal server error.
This PR updates the docs to include the required steps to reindex branch-review to allow merge-reviews without errors.
