This PR includes switching to the new method of github issue submission that uses a yml file that drives a more form-based submission more similar to the google form we used for non-github submissions. This change is to github issue mechanism and works with current publication. Accepting this PR will make these new forms available immediately and does not require a release of your IG/Profile.
