• Enable JULIA.Net to launch from Julia and interact with C#

  Currently JULIA.Net must be launched from C# and is then able to call Julia. In order to bring fully interop between C# and Julia we must have it also be initialized from Julia. What will be needed: Split Julia.Init into two methods: one for C# Launched (Inits Julia), one for Julia Launched (Does not Init Julia) Create a bare bones Julia script that is able to initialize .NET and have it invoke Julia.Init #2 (This will probaly be hard)
