About the PR

Cherry picks and ports the new cooking bags from Frontier, and a follow up fix to them too.
Carry your cooked meals and ingredients in style!

Makes the 3 mid-tier bags also accessible to the protolathe on research, instead them being locked behind only a mercfab and colsecfab.

Why / Balance

Chef quality of life, gives them an equivalent to the plant bag.

We want to see more bags used than just bluespace storage, hence the nerf to bluespace bag move speed. But these have remained almost unavailable, due to the fabs they are made on being generally unavailable in combination with the research. So hopefully we should see more bag variety now.

Technical details

Cherry picks the two Frontier PRs. Fixes a typo in the chef bag description.
Adds it into our research tree since they have a different one.
Adds a new protolathe_packs.yml to the HL namespace, for easier recipe addition in the future.
Adds the chef bag into the protolathe dynamic recipes.
Adds the tactical backpack, explorer backpack, and rucksack, to the protolathe dynamic recipes.

How to test

-Load Dev Environment.
-Spawn in new cooking bag.
-Pick up cooked food, and ingredients like dough.
-Check service fab, no bag.
-Check protolathe, no bags.
-Complete research tree.
-Chef Bag can now be printed on service and mcservice techfabs, and the protolathe.
-Backpacks can now be printed on the protolathe.

Well, I have learned today just how much I hate merge conflicts. So chef bag pr, and tacpack QoL pr, get to be combined so I don't have to babysit the pr till it gets merged.
