About the PR
Adds Plumbing from Starlight PR ss14Starlight/space-station-14#2932 as well as its associated content updates & hotfixes.
Why / Balance
The factory must grow.
On a more serious note, plumbing is pretty fun to set up and automate. It's a nice midround interaction between Engi and Chem.
Or an interaction between John Freelancer and his megafactory ship.
