Pin via package.json overrides + regenerate lockfile: markdown-it ^14.1.1, underscore ^1.13.8, node-forge ^1.4.0, lodash ^4.18.1, fast-xml-parser ^4.5.6, @protobufjs/utf8 ^1.1.1, protobufjs ^7.5.8 (resolves 7.5.9). Carries the protobufjs/@protobufjs/utf8 security fix from #1034 and #1038 without their firebase-admin v11->v13 major bump. Supersedes #867, #909, #966, #986, #1003, #1036.

Combines dependabot security bumps for
_emulator/functions(internal test harness) into one PR. All transitive; pinned viapackage.jsonoverrides + lockfile regenerated.Supersedes #867, #909, #966, #986, #1003, #1036.
Also carries the protobufjs / @protobufjs/utf8 security fix from #1034 and #1038 without their firebase-admin v11→v13 major bump (excluded per the repo's semver-major-ignore policy; firebase-admin major left for separate human review).
