Closes the #804 cascade loop: retrospective in docs/retros/ + flips the locked plan to Complete + removes the .scope-lock sidecar + design backport note recording the 3 execution discoveries (scenario id 97→100, config app.yaml→deploy.yaml, plugin v0.2.0→v0.3.0 — all Existence/runtime-validity-class).
