Summary

• update plugin.json version to 0.1.11
• update manifest download URLs to the next immutable release tag v0.1.11

Why

Release v0.1.10 failed after GoReleaser because the binary manifest version was 0.1.10 while checked-in plugin.json still declared 0.1.9. Tag immutability is enforced, so this prepares the next patch tag instead of rewriting v0.1.10.
