Adds the iacServices manifest field (workflow#767) listing the 8 IaC gRPC services this plugin registers via sdk.ServeIaCPlugin. Bumps workflow dep + minEngineVersion to v0.64.0 to consume the manifest field + verify-capabilities contract-diff support shipped in workflow PR #773. Verifiable via: wfctl plugin verify-capabilities --binary <built> .
