Closes the v6.3.0 loop: retro in docs/retros/ scoring the 3 design + 2 plan adversarial cycles + 2-stage review, the #64 gate-miss (CI surfaced a Linux bug local macOS runs masked), and the user-approved amendment (#63/#64, ADR 0004). Flips the plan Amended → Complete + removes the .scope-lock. Also fixes the RELEASE-NOTES intro 'five' → 'seven'. Docs-only.
