MCP Server PoC

This PR acts as a PoC for a MCP server container that runs on http://localhost:8081/mcp in the development environment.
It exposes 1 tool (Potentially could be expanded to expose more) that instructs a MCP client to generate a executive summary based on a Report ID

• The system prompt to refine the executive summary is user configurable at mcp-server/prompts.yaml
• The MCP server uses the ghostwriter JWT for authentication and authorization and uses this in graphql queries

I realized I hadn't responded to this outside of Slack. Thanks for submitting the POC! It's an interesting concept that we've had a couple of people ask about this year. I plan to review this soon to try it out.
