feat(deep-review): add adaptive review runtime and controls

Summary

• Add adaptive Deep Review runtime support for reviewer concurrency, queue state events, bounded retries, evidence tracking, and runtime diagnostics.
• Add Deep Review orchestration UI for launch strategy, capacity controls, queue/recovery actions, report rendering, export actions, and localized user-facing states.
• Add guardrails and tests for review target classification, reviewer capability visibility, queue state handling, context profile fanout, and review-team manifest shaping.

• This PR is not docs-only and not isolated to the Web UI. It intentionally touches shared agent runtime, TaskTool / CodeReviewTool behavior, event transport, desktop/server API adapters, Git changed-file plumbing, and Flow Chat review surfaces.
• Runtime prompt markdown under src/crates/core/src/agentic/agents/prompts/ is part of product behavior and remains in scope.
• Root docs/ planning/documentation changes are excluded from the current three-commit branch.
