feat(web-ui): align Skills scene UI with Sparo-style layout#650

Replace split market/installed layout with tabbed installed vs discover, sidebar categories, card grids, and compact market SkillCards. Extend installed filters (builtin, suite) and filtering logic. Preserve BitFun shadowed-skills UX, dual download targets in detail modal, and workspace reveal behavior. Update zh-CN/zh-TW/en-US skill scene strings.
